Parliament approves new name for Orissa

New Delhi, March 24 (PTI) Orissa will hereafter be called ''Odisha'' and the Oriya language will be known as ''Odia'' with Parliament giving approval to amendment of the Constitution and also passing the related bill.

The Rajya Sabha passed the Orissa (the Alteration of Name) Bill and adopted the Constitution (113th) Amendment Bill after a brief debate with members from all parties hailing the move as "historic" for people of the state.

Supported by all parties, including the Biju Janta Dal, the Constitution Amendment Bill was adopted by all 169 members present and voting.

Such a bill requires support of at least two-third of members present and voting. Besides, the majority of the strength of the House should be present for voting. The Upper House has a strength of 245 members.

Lok Sabha has already adopted these measures after the Centre received the resolution passed by the state Assembly.

While there was all round support for the measure, BJP and Congress members sought to target Chief Minister Naveen Patnaik charging him with non-performance and heading a government facing scams.

The bills were piloted by Home Minister P Chidambaram. However, the electronic voting system witnessed glitches during the division so much so that even Prime Minister Manmohan Singh''s vote was also cast wrongly.

Participating in the debate, members said the name change was the process of decolonisation as Britishers had changed the Indian names of cities and states.

Pyarimohan Mohapatra (BJD) said it was a "great moment" for people of the state and added that with the change of name, they are getting back their pride.

R C Khuntia (Cong) rued that the state, which was prosperous once, has become poverty-stricken. He, however, hoped the change of name will fulfil aspirations of people.

Hasan Ali remanded to Enforcement Directorate custody

Hasan Ali Khan remandedThe Supreme Court on Thursday remanded Pune stud farm owner Hasan Ali Khan in Enforcement Directorate's custody for four days, while pulling up the trial court judge who had granted bail to him dismissing the agency's plea for his remand in a money laundering case.

A bench of justices B.Sudershan Reddy and S.S. Nijjar said it was "deeply disturbed" at the manner in which the trial court judge had rejected the ED's contention and granted bail while giving a lengthy order for it.

The apex court initially remanded Mr. Khan, 53, in ED's custody for 72 hours but extended it to four days following a plea made by Solicitor General Gopal Subramanium.

"The way the proceedings were conducted, we are deeply disturbed," the bench observed, while staying the trial court's order for bail to Khan and wondered, "Why has the learned judge written so much?"

The apex court said it was staying the trial court's order due to the extraordinary circumstances of the case.

"The order passed by the learned judge has created an extraordinary situation which may ultimately frustrate the entire investigation. Having regard to the extraordinary situation, complexity of the issue and the magnitude of the case, we deem it fit to stay the order," the bench said.

The town is just one of many nearly erased from Japan's northeastern coast, where water, electricity, and telecommunications are largely unavailable.

As of Monday an estimated 350,000 people are reportedly homeless in the wake of Friday's magnitude 8.9 earthquake—Japan's biggest on record. According to the police chief of hard-hit Miyagi Prefecture, at least 10,000 are dead, the Washington Post reported.

Meanwhile, Tuesday morning (local time) brought fresh cause for concern from the Fukushima Daiichi nuclear power plant, where emergency efforts to use seawater to cool one of three malfunctioning nuclear reactors failed temporarily, the New York Times reported. As water levels dipped, fuel rods were likely exposed to air, increasing the chances of melting—and of a catastrophic meltdown.

Add to this the threat of further earthquakes—the U.S. Geological Survey registered nearly a hundred aftershocks on Sunday alone—and, for now, there seems to be little light at the end of what Prime Minister Naoto Kan has called Japan's "worst crisis since World War II."

Sam shifts nervously from foot to foot, his hands gently chopping the air as if to emphasise what motivated him to quit his marketing degree in London, leave his friends behind and head to the front lines in the Libyan Desert.

"I just couldn't sit there and watch the news, I was going mad. I felt I had to do something, you know whatta mean?" he said in a London accent full of glottal stops and double negatives.

After getting his parents' approval last week, Sam left for Egypt, where he joined a middle-aged businessman and an older doctor – each with their own past – to cross the border into eastern Libya, get some military training and join the fight.

"I just hope they show me how to use a gun," said the London teenager as he prepared to join rebels in his native Libya fighting to overthrow strongman Muammar Gaddafi.

"I have no idea how to use a gun. My only experience with a gun has been on a Wii," the video game console, Sam said, letting out a giggle.

The stocky 19-year-old, who loves football, grew up in London "not speaking a word of Arabic."

He spent a year in Libya in his early teenage years to learn the language and to familiarise himself with Libyan culture and traditions.

Paedophile case: Two British nationals arrested

News Updates! Two British nationals, convicted on charges of sexual abuse of minor boys living in shelters run by them in Mumbai, were arrested on Monday, three days after the Supreme Court overturned their acquittal by the Bombay High Court.

Duncan Grant, 67, and Allan Waters, 63, were arrested from Mahatma Phule Nagar slum in Cuff Parade of South Mumbai, senior Inspector at Colaba police station Vinod Sawant said.

The duo, accused of sexually abusing minor boys living in shelters run by them, would be produced before a sessions court, he said.

Besides ordering the duo to serve their remaining jail terms, the Supreme Court had on Friday also directed recovery of damages and fines imposed on them by a sessions court on March 18, 2006.

The trial court had ordered the Britishers to pay a compensation of 20,000 UK pounds each while also imposing a fine of Rs 15,000 on William D'souza, the Indian manager at the shelters-for-homeless run by the convicts at three places in Mumbai.

Waters and Grant were sentenced to six years each. While Waters has undergone five years imprisonment, Grant has served three years and two months. D'Souza has served a month longer in jail than the term of three years imposed upon him.

Resignation of Batcha's autopsy doctor rejected


Tamil News Updates! The Tamil Nadu government on Monday rejected the resignation of Dr V Dekal, who conducted the autopsy of Sadhick Batcha, the former union telecom minister A Raja's aide who allegedly committed suicide last week.

Royapettah Government Hospital Resident Medical Officer A Elango confirmed the receipt of Dekal's resignation on March 3, 13 days before Batcha's death on March 16.

"The government has declined to accept his resignation due to scarcity of staff and he is expected to report for duty by Tuesday," he said.

Earlier in the morning, Dr Dekal had told press persons he had put in his papers and was waiting to be relieved so that he could contest the assembly polls as an independent candidate.

"I will be associated with the case and will attend court as and when required," he said.

Sources, however, said Dr Dekal was also perturbed that he was being denied access to the video recording of the post-mortem.

On deputation to Royapettah from Kilpauk Medical College in Chennai, Dr Dekal had conducted the post-mortem on Thursday, a day after Batcha's body was found hanging from the ceiling of his bedroom in his house at Teynampet in central Chennai.

Dr Dekal's preliminary finding was that the promoter of the Green House Promoters might have died due to asphyxia, but he had sent skin tissues and internal organs for laboratory tests to ascertain the exact cause of the death, it being a high profile and sensitive case. He was expecting the reports in a fortnight.

Batcha, Raja and others have been indicted in the 2G-spectrum scam case and Batcha allegedly left a suicide note, citing "embarrassment" as the cause of his decision.
